Title: Evaluation of Pathways to Economic Inclusion and Self-Reliance of the Refugees and Host Communities in Rwanda through Scaling up Graduation Approach

Project Description:

The UNHCR–MINEMA–Caritas programme, “Pathways to Economic Inclusion and Self-Reliance” (hereafter referred to as the Graduation Approach or GA), was initially piloted in 2020. Following positive outcomes, the programme was expanded with funding from the Government of Denmark and recently completed Phase 2, which ran from January 2022 to December 2024. The programme is grounded in the Graduation Approach, a structured and sequenced set of interventions activated at key milestones. It is built on four core pillars: Social protection mechanisms, Livelihood’s promotion, financial inclusion and social empowerment. Key Aid Consulting, in partnership with ECOS LTD, are conducting a summative impact evaluation to assess the progress of the two cohort groups in relation to the GA project objectives. The evaluation will place particular emphasis on the programme’s effectiveness, sustainability, and overall impact.

Project title: Graduation Pilot 2020: Pathways to Economic Inclusion and self-reliance of the refugees and their host communities in RWANDA

The objective of this project is to improve the self-reliance and livelihoods of 840 PoC from the camps of Nyabiheke, Kiziba, and Urban Kigali along with hosting communities. This study is being implemented in the framework of a Memorandum of Understanding signed by Caritas Rwanda with The United Nations High Commissioner for Refugees (UNHCR) and the Ministry of Emergency Management (MINEMA)
